I can imagine it could be useful to play the same sound at different positions, with different frequencies, pans, volumes etc. Examples of use: My Space Shooter where I have several spaceships. Each one has an engine sound which might be running at different power. Mini racer is another example where each car has its own engine sound. Although the sound is the same, the engines might be running at different RPM's (frequency) and they might be placed differently on the screen (left or right) giving different pan. If possible, it could save memory if the sound sample could be kept in memory only once instead of loading a new copy for every time it is needed.

I think Dark Basic has support for this. You might want to see how they arranged their funtions.
