I'm interested in using this but my Virus Detection Program says that it's a Virus. It's also been reported as Spyware on this site & this site. Is it dangerous or not?

I had tried it out in the past and had not noticed anything bad with it. What you download today could be different.
The 2 sites that you site above, I believe, are not saying that the program itself is dangerous bot rather that it is : "Software used to carry and transfer trojan, worm or virus into user system." It is software that is most used to put virusus on PC's. It is possible that the virus scanner are being triggered simply by the joiner.exe, anticipating malicious behavior. Although the program can be used for benign purposes. Looking at the list of "Features" above, it appears to be open source. So folks can review the code to see what it does. You could then compile your own copy with MASM to avoid any issues that an installer program might add.
If you feel uncorfortable then by all means avoid it. It also might be that if you bundle some files for distribution, that your recipients antivirus software will report a threat to them as well. Then you software willl not get used and they might think that you were trying to do harm to their PC's.

It's a shame that it gets detected as a Virus because if it didn't I'd probably use it.
